I don’t think it is.(more important). Speaking, and expressing yourself clearly, rationally is just as important. Communication is a two-way street: the word implies a joining or connection: one listening, the other speaking, then the first one speaking, followed by the other listening: alternating roles.

To speak of people as “communicating with each other” means they are in sympathetic harmony with each other.

Or, it can mean “to be in the process of negotiation.” For example, if you say, “We are in communication about that subject.” it means that you are working out a resolution or an understanding with another person, something that requires both listening and speaking / writing.

To be fair, in ordinary usage, when you speak of someone as a “communicative person,” the first thing thought of is their ability to put across an idea, their willingness to be open and articulate about a subject. However, listening is definitely part of the picture, and should be thought of that way.
